Participation in the ICAC
The participation
of civil society is established in article III.11 of the
Inter-American Convention against Corruption (ICAC):
Article
III
Preventive Measures
For the purposes set forth in Article II of this
Convention, the States Parties agree to consider the
applicability of measures within their own institutional
systems to create, maintain and strengthen:

11. Mechanisms to encourage participation by civil
society and nongovernmental organizations in efforts to
prevent corruption.
Transparencia
Mexicana (TM) participated in the ICAC follow-up
mechanism (MESICIC according to its Spanish acronym)
assessing Mexico. In 2007 and 2009, TM answered the
questionnaires related to the second and third Rounds of
review. Moreover, in April 2009, TM collaborated with
Transparency International (TI) to issue a Study on the
implementation of the Summit of Americas Mandates which
was presented during the 5th Summit of the Americas in
Port of Spain, Trinidad y Tobago.
Also, in conformity with the Rules of procedure and
other provisions of the Committee of Experts, before the
first Round of review, the Committee received and
considered Transparency International´s proposals under
the titles: “Key elements to be considered in the
Inter-American Convention against Corruption review
methodology” and “Inter-American Convention against
Corruption, Comments on the first version of the draft
questionnaire and methodology”. Before the second Round
of review, the Committee received and considered “Transparency
International Proposals for the Methodology of the
Second Round of MESICIC”.
